SWF Studio applications have dependency on SNMPAPI.DLL [94]

Applications created with SWF Studio have a hard dependency on SNMPAPI.DLL which causes an error to be generated on systems which don't have this DLL, like Windows 95 systems. Removed the compile time dependencies in favor of loading the DLL when required, and ony if it is present.
