Here's a article from 2000 that's just as relevant today as when Joel Spolsky wrote it and it's also incredibly relevant to why shops that do this ship crapware. If you care about the craft of software development, read it and then read eveything else Joel has ever written. Seriously.

I was thinking of throwing away a project I was working on for like four months now, just because I thought I can recreate it better from scratches. and let's just say that the article make me rethink my choices.
