You need to install SWF Studio. Then, when you double-click an SPX file (assuming another program hasn't stolen the association) SWF Studio will open, it will unpack the SPX, create a folder with the same name, place the files in that folder, and open the SWF Studio project file that was contained in the SPX. From there you just need to press the Build button and launch the EXE it created (or hit Ctrl+Enter, same as a publish and test in Flash).

I'm unsure why, but after I had it installed, I was still unable to see it. I just updated my VLC player (completely unrelated) and the computer now lets me use it. I have no idea why this magically happened but... woohoo! Go n00bpowers!
